Is this the same as a Carbon Reduction Plan?
Similar, but broader. A Carbon Reduction Plan is a specific procurement requirement under PPN 06/21. A Climate Action Plan covers your full environmental commitment: governance, targets, KPIs and communications.
How is this different from a net zero roadmap?
A Climate Action Plan includes governance structure, stakeholder commitments, KPIs and a communications layer: the full picture, not just the technical pathway.
